An Equality Impact Assessment (EIA) involves assessing the likely or actual affects of policies or services on people in respect of age, religion or belief, gender re-assignment, sexual orientation, disability, gender and racial equality.  This helps to make sure the needs of people are taken into account when new policies are developed and implemented or when changes are made to current policies or services.
